Lately I am totally unable to download files through this browser. Message simply states, ‘cannot download file.’ No explanations. No referrals. Have tried everything. Support. Fix It. Add-On Manager. Uninstalls. Cleaners. Nothing works. I cannot download tool files that might deal with this because I cannot download files! Please help? Thanks. I’m desperate . . .

In most of the cases, this problem can be fixed by using Microsoft Fix It tool. Here's a link for it: http://support.microsoft.com/mats/ie_performance_and_safety
If it fails to help you, disable all Add-ons and try to download the file again. For that, follow these steps:
1. Open Internet Explorer -> click Tools -> Manage add-ons.
2. Under Show, click All add-ons.
3.Now click on each of the add-ons and choose Disable.
