This morning I realized that I cannot open some of the files. Later I found the HOW_OPEN_FILES.hta file on my desktop. I am sure that I haven’t created it, so I opened it and learned that my files are encrypted by GlobeImposter 2.0 ransomware. So, the question is should I really buy a decryptor? Is it working? I don’t want to waste my money.

We are sorry that your files were encrypted by this ransomware. However, you should NOT pay the ransom for cyber criminals. It's the straightest way to waste your money. Crooks may not provide the decryption software and use your money for further cyber crimes.
Instead of paying the ransom, you have to remove GlobeImposter 2.0 with reputable security software. With an updated malware removal tool, you have to run a full system scan several times in order to get rid of all malicious programs, files, and elements.
