I have got this malicious program WebScan, and I can’t get rid of it. It completely takes over my browser with various ads and deals. I cannot remove it even though I know it’s a browser hijacker. Help appreciated.

What you have here is not a malicious program, but mostly an unwanted program. We have a full removal guide wrote here: How to remove WebScan PRO. There are two primary rules you have to follow to avoid installing such PUP software:
1. always select advanced or custom installations, with never agreeing on third party programs.
2. avoid browsing suspicious web pages.
