"System-Protector" - how can I get rid of it??

Pops up with a yellow bar across the top of IE, saying "Try System Protector for maximum secure browsing, Protect yourself from the Internet threats. Click here to test your PC and Download protection Now!"  Has anybody seen this one, and how can you get rid of it?  Spybot won't open, Malwarebytes won't open (although Spybot seemed to install), hijackthis won't load and c/alt/del comes up with a pop-up saying "Task Manager has been disabled by your administrator".  I'm running out of Ideas, fast.  Somebody??
