Help me remove Windows Police PRO!

Most of you are aware that "windows Police Pro" Is a Fake Adware/Phishing sort of thing that pops up on your desktop trying to scare you into buying the Trojan Virus attached to it and infecting your PC even more.
Yes, I need help with removing it.
I AM NOT a pro, just a teenager who stumbled across this MAJOR issue.

Here is what its doing:
CANNOT get to most of the things on the Control panel  
CANNOT download some virus/malicious file removers
CANNOT search it and remove it

PLEASE, reply. I love this computer like a child, so i would be really sad if it were to become Unuseable....

Hi,

boot your computer in safe mode with networking. As the computer is booting press and hold your "F8 Key" which should bring up the "Windows Advanced Options Menu" as shown below. Use your arrow keys to move to "Safe Mode" and press your Enter key.

Then download Spyware Doctor or MalwareBytes anti-malware and scan your PC.
