Need help removing "Virus Protector"

This "Virus Protector" has moved in...takes over when rebooted...not able to boot into any version of safe mode as this virus takes over...can boot into safe mode with dos prompt..... cmd.exe which takes me to C:/Documents and Settings/DavidF/> - what can I do here? How to call up a restore point? I've read going back to a restore point will fix this virus.

I am not able to get control to use Malewarebytes or Spybot, Search & Destroy....in fact I was using them to kill this virus when I got a blue screen saying that the computer was dumping the memory now....had to reboot and have been in trouble since...Running Windows xp
