How can PSGUARD Be permanently removed form an infected Win98 machine

Can you describe what kind of PSGuard problems you are experiencing? Is it a corrupt anti-spyware that you cannot uninstall or a certain parasite, which promotes this application and/or opens pop-ups, hijacks your web browser?

It is very damaging malware. It hijacked my IE browser. When I delete it it resuscitates. It is a bear. It claims to be a spyware detecter but is spyware itself
