I am able to successfully remove the Adchoices but they immediately come back. What do I need to do to stop this from happening?

The main reason, why AdChoices keeps coming back, is that your PC is filled with programs that are related to it. Once you remove this adware from your computer, they redownload it . For fixing this issue, you should look for recently installed free apps, such as download managers, PDF creators and similar programs that have nothing to do with Microsoft and other well-known companies. Of course, you should uninstall them for eliminating AdChoices for good:
1. Click Start → Control Panel → Uninstall a Program.
2. When in the Add/Remove Programs/Uninstall a Program, look for various toolbar, updater, search engines, etc.
3. Click 'Uninstall' and then OK to save the changes.
Once you finish that, make sure you reset each of your web browsers:
Internet Explorer:
1. Open Internet Explorer, click the Gear icon or ‘Tools‘ → 'Internet Options'.
2. Here, go to the 'Advanced' tab and click the 'Reset' button.
3. Go to the 'Reset Internet Explorer settings' → 'Delete personal settings' and click on 'Reset' option.
4. Finally, click 'Close' and OK to save the changes.
Mozilla Firefox:
1. Open Mozilla Firefox, go to the 'Help' section → 'Troubleshooting Information'.
2. Here, choose a 'Reset Firefox’ for a couple of times and 'Finish'.
Google Chrome:
1. Click the Chrome menu button on the Google Chrome browser, select 'Tools' → 'Extensions'.
2. Here, look for unfamiliar entries.
3. Select each of them and choose Trash can icon to delete them.

Obviously, you are dealing with updated version of Adchoices that was filled with new registry entries and files.. have you tried scanning your PC with SpyHunter? Of course, before you do so you should update it to its latest version.. If this fails to fix your computer, we would firstly recommend uninstalling all questionable applications via Add/Remove Programs, such as AdChoices, Search Results, babylon, everything that has 'save', 'sale', 'coupon' and similar terms in its name.. After that, reset your browsers once more and scan the system with SpyHunter.

Also, make sure you get rid of all suspicious applications that have 'sale', 'save', 'coupon', 'search' and similar terms in their name. They may be related to Adchoices and be used for reinstalling it on your computer.
