First of all, you should try one of these options in order to unblock your computer and get a possibility to launch anti-malware program:
1. Try to access other accounts on your Windows system. If one of such accounts has administrator's rights, you should be capable to launch anti-malware.
2. Restore your computer's date to the previous time. Some FBI virus versions can be disabled by doing that.
I have a MSoft XP desktop infected w/ the FBI moneypak virus. Can't get into any of the three safe mode options (blue screen comes up.) Can get connected to the internet through 'Directory Services Restore Mode (Windows Domain Controlers Only)' but can't restore or do any of the other functions suggested in various articles. Does it do any good to download SpyHunter or Spyware Doctor? Is my system too far gone for simple methods?
I recently got infected with this virus. It popped up and said I couldn't leave the page, but I clicked close and it went away. I'm using a Google Chromebook so I can't really install anything, but will I have to? I just don't want it to completely crash it.

3. Try to deny the Flash. Just go to Macromedia support and select 'Deny': http://www.macromedia.com/support/documentation/en/flashplayer/help/help09.html.
After doing that, run a full system scan with such programs as FortectIntego or Spyware Doctor.
