CashBar is an adware program created by cashsurfers.
Its a bar where advertisemets are shown.

From the developer:
After you register with Cashsurfers you will be able to download our CashBar. This is a windows application which runs on the bottom inch of your screen. For every banner displayed you receive a portion of the revenue. This portion is determined about 60 days after the end of the month.
