InetSpeak is an adware parasite that creates a non-removable advertising toolbar below the standard Internet Explorer toolbars. It takes advertising content from its controlling servers every time a web page is loaded, and then opens new web browser's windows to display them. InetSpeak usually is bundled with certain ad-supported software. It can also get into the system from some insecure web sites.
