The services.exe file can be found in C:\Windows\System\Services, C:\Windows\System32\Services or C:\Winnt\System32\Services directory.

Replace modifies Windows essential configuration files. Open win.ini and load.ini files located in C:\Windows\System or C:\Windows\System32 folder and delete the following lines:
run=%System%\Services\services.exe
load=%System%\Services\services.exe
