It is an illegal advertising program that displays various commercial advertisements. SmartAdware doesn't spread by itself. It can get into the system as a component of some ad-supported software. SmartAdware alters system configuration, so it could start on every Windows startup and secretly run in background. Its main executable and other related files can be found in the default system folder (C:\Windows\System, C:\Windows\System32 or C:\Winnt\System32).
