WinPerformance is a rogue anti-spyware program, which is, esentially, a fake spyware remover bent on intimidating the user into buying it's "licensed version". To reach it's goal, WinPerformance uses popups, fake system notifications and falsified registry scans. The most common way of infection is through Trojans, disguised as video codecs, which exploit browser security holes.

WinPerformance is a scam and should be treated as such: do NOT download or buy it and block it's homepage using your HOSTS file.
