Alka file virus belongs to the Djvu ransomware family, which mostly distributed via software cracks and pirated software installers. In the future, please stay away from such dangerous files.
We assume that you don't have file backups, so the correct course of action should be as follows:
1. Take a USB flash, a DVD, or another external storage device, and copy encrypted files over.
2. Scan your computer with the most up-to-date anti-malware software - there are plenty of free options available, and you could also use Microsoft Defender
3. Try Emsisoft's decryptor - download the tool from here. If your files were encrypted with an offline ID (meaning that ransomware could not connect to its servers for some reason), you have a great chance of restoring your data using this tool.
4. If not successful with Emsisoft's decryptor, you can try using alternative methods listed here, although chances of recovering files in these ways are slim.
If nothing listed above helped you, you will not be able to recover your data currently; there is a chance that security experts might create a working decryptor for those whose files were encrypted with online ID, although there is no guarantee for that.
Your only chance at that point is to pay Alka ransomware developers and hope they provide you with a working key. However, this action is extremely risky, as you might end up losing your money, along with your files (hackers might not send you the promised decryptor). Besides, paying ransom only encourages crooks to continue their malicious deeds.
