First of all, do not consider paying such a huge amount of money for the cybercriminals! Paying the ransom does not guarantee that hackers provide you necessary decryption software. Please, concentrate on AES-NI removal and think about your data later. For virus removal, you will need a reputable antivirus or anti-malware program. If you cannot install your chosen software, reboot your computer to the Safe Mode, and try to install and run a system scan with your preferred security tool.
