First of all, you have to remove ransomware virus from the computer using reputable anti-malware software. If you cannot download or run security tool, reboot the computer to Safe Mode with Networking and try again.
You haven't specified what ransomware attacked your PC. Though, we cannot give you specific information about possibilities to recover your files. If you have backups, you can restore files from them soon after removal. However, if you do not have them, you can try third-party tools like Data Recovery Pro.
