If your files are locked with .COOT extension, it means that your computer was infected with Djvu ransomware - the most prevalent data locking malware currently (it accounts for more than 55% of all infections worldwide).
Djvu versions that were developed before August are now decryptable thanks to Emsisoft service. Unfortunately, the Coot file virus was released in late October, and it uses advanced RSA encryption methods, so this file recover method is not valid.
However, if Coot ransomware infected your files and then failed to connect to its remote servers, you might be able to recover your files thanks to another STOP Djvu decryption tool from Emsisoft - you can download it here.
