If your files are appended with .topi file extension, it means that your computer was invected with a variant of Djvu ransomware. This malware is among the most prevalent cyber infections that target regular users.
Two different parts can be attributed to a ransomware infection:
1. malware that is most likely still installed on your system - it will keep encrypting all files that you try to import
2. the altered files that cannot be opened anymore.
These two features are completely different, as removing malware that is installed on your system (1) will not restore your files (2) to a working state.
You need to first copy over the encrypted files, remove Topi ransomware infection from your computer, and only then attempt to recover data by using methods listed here.
Note that Djvu ransomware is mostly spread via software cracks and pirated software, so we advise you to stay away from websites that offer such downloads in the future.
