In 2016, my PC was infected with the osiris ransomware. I had it neutralized with what was available at the time but still cannot access any of the targeted files such as photos or music. Is there any chance of recovery?

Unfortunately, but Osiris hasn't been decrypted yet: https://www.watchpointdata.com/ransomware-decryptors/
If you don't have backups of your photos or music, there is no way to recover your files at the moment, especially when so much time has passed since the accident.
