Have followed the manual removal instructions by deleting registry items, but NONE of the items listed below, but none of the actual items exist in the registry. What next?

When trying to remove SafeSearch, you should try following these instructions:
First of all click 'Start menu' -> 'Control Panel' -> 'Uninstall a Program' or 'Add/Remove Programs'. Here, look for SafeSearch entry and choose 'Uninstall' button.
Afrer that, remove unknown extensions in all web browsers and change your home page:
Internet Explorer:
Open Internet Explorer, go ‘Tools‘ -> ”Manage Add-ons’ -> ‘Toolbars and Extensions’. Here, look for SafeSearch and click 'uninstall'. Now open IE once again and click Tools -> Internet Option -> General tab. Enter Google or other address to make it the default start page.
Mozilla Firefox:
Open Mozilla Firefox, go ‘Tools’ -> ‘Add-ons’ -> ‘Extensions’. Find SafeSearch and click ‘Uninstall’. Now open Mozilla Firefox once more, go to Tools -> Options -> General -> Startup and select 'Show a blank page' when Firefox Starts or set a certain website, like Google or similar.
Google Chrome:
Open Google Chrome, click on wench icon, go to settings and choose 'Manage search engines'. Change search engine to google or other and delete Safesearch from the list. Then Go to section “On start” and make sure you get blank page while creating new tab.
After that, we also recommend checking the system with updated anti-spyware and removing all malicious files from it. This will help you to make sure that your computer is totally clean. Our recommended programs: FortectIntego; STOPzilla or Malwarebytes.

In Chrome, I went to settings & tried to change the preferred search engine - and even started Chrome (after SAFE startup) and selected start Chrome as administrator, but when going to settings & "manage search engines" the "safesearch" is locked in and will not let you change your search engine. It is "enforced by your administrator" !
