in my case I couldn't delete c:windowsieocx.dll because it was running under the "iexplore" process. bookmark this page, and stop all iexplore processes to delete it.

what worked for me was:
1.i ran my pc in safe mode
2.i downloaded malwarebytes
3.i installed by grading it into command prompt because it would not let me run setups or exes
4.ran full scan
5.virus done.
6.confirm check
i hope this works for this guys

Ok easiest way to remove this as the virus itself closes any .exe files you try to open (including task manager and anti virus programs)
1) rename your anti virus software defender.exe
- in my case i use malwarebytes as i find its the best so i renamed mbam.exe to defender.exe (it doesnt close any programs named defender.exe)
2) run a full scan
3) remove the threats/infections it finds
4) restart computer
I would assume this would work with any anti virus software, just find yours in your program files and rename the executable to defender.exe
Hope this helps!

Followed the suggestion below and it worked fine, with a few changes for my situation. Thought I would detail what I did.
As I didnt have malwarebytes installed on the infected computer I downloaded it on another machine and installed it off a thumb drive.
1) rename your anti virus software defender.exe
- in my case i use malwarebytes as i find its the best so i renamed mbam.exe to defender.exe (it doesnt close any programs named defender.exe)
1.1) Rebooted in safe mode with network capability
1.2) Did a Definitions update (important bit)
2) run a full scan
3) remove the threats/infections it finds
4) restart computer
Great advice - many thanks

I had a similar problem with the file "defender.exe". It would come up during start up and prevent me from opening anything.
EASY FIX -> For Windows 7 (for XP see below)...power up and go straight into safe mode where the file cant open. delete the file "defender.exe" in Computer/C:/Users//AppData/Roaming/defender.exe.
If you cant find it, download EMSA Win Startup Manager from another computer and make sure you get their activation code from their web site. Start your computer in safe mode, install and start EMSA Startup Manager...look in all the tabs on the left and you should eventually see the EXACT NAME AND LOCATION of the file which will be listed, among other files, in the right (main) window. Then, just open up explorer and delete it!
