Actively exploited vulnerability
Atlassian products: vulnerability flaw under attack
CVE-2026-21589 · Atlassian Multiple Products Files or Directories Accessible to External Parties Vulnerability
What is affected
Atlassian products are found on ordinary personal computers and phones, so this is not only a problem for companies. If you use them and have not updated since the fix was released, you are exposed.
Multiple Atlassian products (Bitbucket Data Center ,Confluence Data Center, Jira Service Management Data Center, Jira Software Data Center, Bamboo Data Center, Crowd Data Center, Crucible and Fisheye) contain a files or directories accessible to external parties vulnerability which could allow an unauthenticated attacker to access specific files within the web application root directory in affected versions.
What an attacker can do
This is a vulnerability flaw. It lets an attacker misuse the product in a way its maker did not intend. CISA lists it because attackers are confirmed to be using it against real systems.
- How it is reached
- Over the internet or network
- Access the attacker needs
- No account needed
- Does the victim have to do something?
- No, works without the victim doing anything
What to do
- Update Atlassian products now. Open the update or "About" screen, install whatever is offered and restart the app or device, because the fix is not active until you do.
- Turn on automatic updates so the next fix arrives without you having to look for it.
- If your device is too old to receive this update, stop using the affected app for anything sensitive and plan a replacement.
Apply mitigations in accordance with vendor instructions, ensuring compliance with CISA’s BOD 26-04 Prioritizing Security Updates Based on Risk (see URL in Notes) guidance and CISA’s “Forensics Triage Requirements” (see URL in Notes). Follow applicable BOD 26-04 guidance for cloud services or discontinue use of the product if mitigations are unavailable. Stakeholders are responsible for evaluating each asset's internet exposure and ensuring adherence to BOD 26-04 patching guidelines.

How urgent is it
CISA added this vulnerability to its Known Exploited Vulnerabilities catalogue on October 15, 2026, which means there is reliable evidence of attacks in the wild. US federal agencies must fix it by October 18, 2026 (3 days from now). That deadline does not bind anyone else, but it shows how seriously the agency rates it.
The EPSS model estimates a 2.8% probability that this flaw will be exploited somewhere in the next 30 days. That is higher than 86% of all scored vulnerabilities.
Its CVSS severity score is 9.3 out of 10 (critical), as recorded in the US National Vulnerability Database.
Technical description
This is a vulnerability in Bitbucket Data Center, Confluence Data Center, Jira Service Management Data Center, Jira Software Data Center, Bamboo Data Center. Crowd Data Center, Crucible and Fisheye. This Arbitrary File Access vulnerability allows an unauthenticated attacker to access specific files within the web application root directory in affected versions. Exploitation requires prior knowledge of the target file's exact name and path; this vulnerability does not allow attackers to enumerate or list directory contents. In some configurations, there may be some sensitive files that make this highly severe. This vulnerability allows an unauthenticated remote attacker to access specific files within the web application root directory in affected versions. The vulnerability must be addressed for affected versions of: -- Bitbucket Data Center, introduced in version >= 4.6.0, fix versions: 9.4.26, 10.2.8, 10.5.1 -- Confluence Data Center, introduced in version >= 5.10.0, fix versions 9.2.26, 10.2.19 -- Crowd Data Center, introduced in version >= 2.11.0, fix versions 6.3.7, 7.0.3, 7.1.7, 7.2.4 -- Jira Software Data Center, introduced in version >= 7.1.0, fix versions 9.12.40, 10.3.26, 11.3.12 -- Jira Service Management Data Center, introduced in version >= 3.1.0, fix versions 5.12.40, 10.3.26, 11.3.12 -- Bamboo Data Center >= 7.0.1, fix versions 10.2.24, 12.1.12 -- Crucible, fix versions 4.9.15 -- Fisheye, fix version 4.9.15 -- Exploitation requires prior knowledge of the target file's exact name and path. The vulnerability does not include the capability to enumerate or list directory contents.
